THE BELT MUST BE CLEAN AND DRY.
If rinsing with plain water won’t clean the contamination off the belt, I’d try a decent detergent such as Simple Green, or Castrol Purple…or laundry detergent.
Pulleys need to be clean (and aligned), too.
If you can’t clean the contamination off the belt…you replace the belt..
